The Citizenship by Investment Unit would like to bring your attention to the following changes in procedures and also reiteration of already existing procedure.

1. Files Awaiting Responses to Queries 对查询文件等待回应
The Citizenship by Investment Unit notes with concern, a significant number of files being held at the Unit for extended periods awaiting responses to queries, some exceeding six months.
投资公民组关切地通知, 在组内有很大数量的档案查询在长时间地等待响应, 有些已超过六个月｡
Please be advised that effective July 15, 2014, Authorised Persons are allowed a maximum of forty-five (45) working days from the date of the query letter to submit the required response(s).
请注意, 由2014年7月15日起生效, 已授权人员被允许由发出查询信函最多45个工作天内递交所要求的响应｡
In extraordinary cases, where the nature of the query renders it impracticable for a response to be submitted within the stipulated time frame, a notarized affidavit from the main applicants is required, explaining the reason for the delay and proposing a later date when the query is expected to be satisfied. (Not beyond 60 days). This explanation must be given within forty-five(45) days as well.
在特殊情况下，其中的查询性质使得它不可能在规定的时限内提交响应， 要求由主申请人提交已被公证的宣誓, 解释在预计查询可以完成时为何延迟的原因并提出较后提交的日期｡(不得超过60天)｡ 最好必需在45天内给予解释｡
Also take note that effective 31st July, 2014, all files within the CIU Unit with outstanding responses to queries as at 31st December, 2013, will be closed at the discretion of the Head of the Unit, if responses are not received.
同时注意由2014年7月31日起, 所有截至2013年12月31日在CIU组未解决响应的文檔, 如还未收到响应, 将由组内的领导自行决定关闭文檔｡
2. Due Diligence Background Checks for Sponsors of Citizenship by Investment Applicants
投资公民申请人的赞助人审慎性背景调查
Authorised persons are hereby advised that in cases where an applicant is being financially sponsored by a spouse, parent or child who is not a subject of that application or another independent application, or not a citizen of St. Christopher and Nevis, it is also imperative for that sponsor to undergo a background check.
特此通知授权人, 如果申请人是由配偶﹑父母或子女赞助而他们不是主申请人或另一独立申请人, 或不是圣克里斯托弗和尼维斯的公民, 这赞助人也不可避免的要进行背景调查｡
In this regard, to avoid unnecessary delays, the requisite documentation, that is, the completed C1 Form, together with a certified copy of valid passport and national ID, bank statement for the last twelve(12)months, affidavit of financial support and the relevant due diligence fees of US $4000.00, should be submitted at the same time as the applicant’s application.
在这方面，为避免不必要的延误，必要的文件，即是，完成的C1表格, 连同有效护照和身份证的副本认证，在过去十二个月的银行对账单，财政支持的宣誓书和4000美元的审慎性背景调查费用，应与申请人的申请同时提交。
3. Recording of Names on Certificates of Registration

The Citizenship by Investment Unit acknowledges the number of requests for name changes displayed on Certificates of Registration, even though the information was initially derived directly from submitted certified birth certificates or other relevant certified documentation such as the marriage certificates.
投资公民组认知有数个要求在证书登记上显示变更的名字, 尽管这资料是最初来源于直接从提交认证的出生证书或其他有关证明文件，例如结婚证书。
The policy of recording the names of applicants on Certificates of Registration has always been guided according to the birth certificate, which is the governing document of record, unless alternative satisfactory documentary evidence is submitted, such as in cases of marriage and name change by deed poll.
在登记证书上记录申请人名称的政策一直是根据出生证明书的指引, 这是管理记录的文件, 除非有足够的书面证据提交出来, 例如在婚姻及改名契上更改了名字｡
Your attention is also drawn to the final paragraph of the acknowledgment letter, which addresses this issue.

4. Application for Citizenship by Investment for Dependents
家属的投资公民申请
All authorized persons are hereby reminded that in cases where a dependent minor forms part of an application, where only one biological parent is applying for citizenship, an Affidavit of Consent together with a certified copy of a government issued picture I.D., bearing the signature of the consenting parent, must accompany the application.
特此提醒所有授权人员，在一个家属副表格是申请的一部份的情况下, 其中只有一对亲生父母可申请公民身份， 一份同意宣誓书连同经核实有政府发出有照片的身份证明, 及父母同意的签名, 必需跟随着申请递交｡
Additionally, both parents are required to sign the C1 Form of the dependent minor’s application. In situations where the main applicant has full legal custody of a dependent minor, or the non-applying parent is deceased, the main applicant must provide the relevant certified documentation in support of the particular circumstances.
此外, 父母二人均要求签署附加家属副申请人的C1表格｡ 在主申请人对附加申请家属有全权合法管养权或不适用父母已故的情况下, 主申请人必需提供相关证明文件去支持此特别情况｡
5. Records of University Degrees
Authorised persons are hereby advised that whenever an applicant claims the attainment of a university degree, he/she is required to submit a certified copy. In cases where one is unable to present copies, a notarized statement from the university confirming the degree, is required.
特此告知授权人员, 每当申请人声清获得大学学位, 他/她将被要求提交一份认证副本｡ 在其未能出示副本的情况下, 将被要求一份由大学确认学位的公证声明｡
6. Band Statements银行对账单
Bank statements spanning at least twelve (12) months must now be submitted by the main applicant, or sponsors of applicants and should clearly reflect the applicant’s/sponsor’s ability to meet the necessary funding requirements. This may take the form of one or a combination of accounts, including Certificates of Deposit.
现在必须由主要申请人或申请人的赞助人提交至少跨越十二 (12) 个月的银行对账单, 及应清晰地反映申请人/赞助人能达到所须的资金需求｡ 这可以由一个或组合账户, 包括存款单｡
7. Military Records军事记录
All applicants who are citizens of countries with mandatory military service are required to submit copies of military records or exemption documentation where necessary.

8. Adjustment in Fees for Addition of Spouses, Minors and Dependents
增加配偶、未成年人及家属的费用调整
Please take note that all processing of applications of this nature is now carried out at the Citizenship by Investment Unit and not Homeland Security. The following is the new pricing structure accordingly:

I. Due diligence fees for addition of a spouse, and
dependents to the application $7,500.00

9. Change in Banking Policy

The CIU would like to hereby notify you of a change in our banking policy. Effective July 1, 2014, banking instructions given in the C4 Form should be disregarded. Applicants making contributions into the SIDF Escrow account will now be required to do so at our St. Kitts-Nevis-Anguilla National Bank Limited account, by quoting the information below, on the wire transfer document.
投资公民组特此通知你我们的银行政策有所更改｡ 由2014年7月1日起生效, 表格C4所给予的银行指示应不用理会｡ 申请人出资到SIDF托管账户现在要求到我们的圣基茨尼维斯安圭拉国民银行有限公司账户, 在电汇凭证上引用以下的信息｡
Please also be advised that bank charges for the wire transfer transaction, which usually sums up to approximately US$70.00, should be paid separately to avoid any deductions from the total contributions.
