Chinese media: The Spanish government may introduce a new law on renting houses

According to the "20 Minutes" report, the Spanish coalition government is negotiating to expand the rental price monitoring mechanism, and the pace of approving the housing law is accelerating. The two sides are still in the negotiation stage, because there are questions in the bill about how to restrict small owners of rental properties, and the bill needs to be amended.
It is understood that in early 2022, the Council of Ministers has approved the housing bill, which focuses on limiting price increases for apartments already on the rental market. The current situation is: when the housing lease contract in the area defined by the bill expires, regardless of whether the tenant is an individual or a company, he has the right to request an extension of the contractual lease period of one to three years, and the landlord is obliged to accept the extension at the original price, And rents can only be revalued against the Consumer Index (CPI).
On the other hand, the bill also sets limits on new leases for previously rented apartments. Larger rental property owners are obliged to reduce prices up to a prescribed ceiling, while small rental property owners are not allowed to rent out at a higher rent than the original contract, unless renovations and repairs are made to the property, which allows an increase of up to 10%.
However, the bill enacted by the Council of Ministers left an important loophole: With regard to small property owners renting out their properties for the first time, since there is no previous contract to serve as a reference and limit, they can set the price according to their wishes, which may be higher than the stipulated standard .
The government is still finalizing the details of the bill, which is expected to be approved by Congress and the Senate in the coming weeks, according to Transportation Secretary Raquel Sanchez.
