A total of 1 709 applicants were allotted a quota under the Quality Migrant Admission Scheme (QMAS) in 2020

The Government launched the "Quality Talent Admission Scheme" in June 2006, and Legislative Council Member Zhong Guobin paid attention to the number of outstanding talents coming to Hong Kong. The Security Bureau replied in writing that last year, more than 1,700 people were allocated "Quality Migrant Admission Scheme" quotas to come to Hong Kong, an increase of 96% from 874 in 2019. About 86% of the approved overseas talents came from mainland China.

The Secretary for Security Mr John Lee said that the scheme was launched in 2006 to attract high-tech talents or talents from all over the world to settle in Hong Kong and enhance Hong Kong’s international competitiveness. A total of more than 7,100 applicants have been allocated places to come to Hong Kong for their work in the industry. "Financial and Accounting Services" received the most places with 1,767 people, followed by "Information Technology and Telecommunications" with 1,625 people. The two industries accounted for 48% of the total. "Architecture, Surveying, Engineering, and Construction" had 535 people, and "Business and Trade", "Academic Research and Education", and "Industrial Manufacturing" had 462, 438, and 429 people respectively. About 86% of the approved foreign talents are from mainland China.

The authority stated that it will continue to review the arrangements and effectiveness of the Scheme to attract more talents to settle in Hong Kong. It also stated that the "Technology Talent Admission Scheme" was launched in June 2018 to implement rapid processing arrangements for the admission of non-local technological talents. Companies that successfully apply will be given quotas to recruit relevant talents for research and development.
