What should HK residents do if they lose their ID in Mainland China?
With immediate effect, the Hong Kong China Travel Service (CTS) can now issue the exit permit (ie the temporary entry and exit permit) for Hong Kong residents who have lose their Citizen’s return permit card in Mainland China.
Therefore, if you lose your card in the Mainland, you must be reported to the Lo Wu Reissue Card Center at or before 3:30 pm on the same day. Generally speaking, you can get a temporary entry and exit permit to return to Hong Kong on the same day to avoid being stayed in the Mainland China. If you arrive at Lo Wu card application centre at dusk and/or evening after that time to apply for a new pass, you can collect your temporary entry and exit permit before 12:30 p.m. on the following day and return to HK.

The final decision on the application procedures and time will be made by CTS. After returning Hong Kong, you have to go to the CTS to apply the Home Return Permit.
