Return2hk Scheme
Introduction: Return2hk - Travel Scheme for Hong Kong Residents returning from Guangdong Province or Macao without being subject to quarantine under the Compulsory Quarantine of Certain Persons Arriving at Hong Kong Regulation (Cap. 599C)" (Return2hk Scheme). Hong Kong residents who are currently in Guangdong Province or Macao will be exempted from the 14-day compulsory quarantine requirement when they return to Hong Kong under the Return2hk Scheme upon fulfilment of all the conditions specified under sections 12 and 12A of the Regulation.

ELIGIBILITY CRITERIA :-
You are eligible for applying for a quota under the Return2hk Scheme if you enjoy the right of abode or right to land in the Hong Kong Special Administrative Region (HKSAR), or if you are free from any condition of stay (including a limit of stay) in the HKSAR or your limit of stay in the HKSAR is still valid.
1.A person not stay other than Hong Kong ,Mainland and Macao on the day of arrival and in the 14 days before that day.
2.A person arrives at Hong Kong by a passenger flight departing from the Mainland without any transit or stops any other place.
3.Covid -19 testing result should be negative.

BOUNDARY CONTROL POINTS
Eligible persons with a quota must return to Hong Kong on the date and via the boundary control point (i.e. Shenzhen Bay Control Point, Hong Kong -Zhuhai -Macao Bridge Hong Kong Port and Hong Kong International Airport) specified in the booking. The respective operating hours of their passenger clearance services are as follows:

Arrangement for returning to Hong Kong via Land Boundary Control Points
Online reservation before returning to Hong Kong
The details of quotas and designated boundary control points are as follows:
Returning to Hong Kong via Shenzhen Bay Control Point: 3000 quotas per day
Returning to Hong Kong via Hong Kong-Zhuhai -Macao Bridge Hong Kong Port: 2000 quotas per day
Ø Any Hong Kong residents who are aged 18 or above may use the online booking system for the Return2HK Scheme to apply for a quota for a specific date and boundary control point.
Ø The applicant is required to provide his/her Hong Kong Identity Card Number while making an application for quota.
Ø Quotas will be allocated on a first-come-first-served basis. They are non-transferable and will expire after the holders of the quota have entered Hong Kong, or after the appointment date.
Arrangement for taking COVID-19 test
The sample should be taken from the person concerned within 3 days prior to, or on the day of his/her entry into Hong Kong so that he/she can present the proof of a valid negative RT-PCR nucleic acid test result upon arrival in Hong Kong.
The lists of medical institutions that are mutually recognised by the governments of Hong Kong and Guangdong / Hong Kong and Macao are as follows:
1. Medical or testing institutions in the Guangdong Province
2. Medical or testing institutions in Macao
3. Medical or testing institutions in Hong Kong
Entry procedures
Ø A Hong Kong resident who holds a quota must return to Hong Kong on the date and via the boundary control point as specified in the booking.
Ø He/she is required to present the following documents upon entry into Hong Kong.
Ø A valid Hong Kong Identity Card or other identification documents.
Ø The confirmation of a successful booking (i.e. an electronic copy or a printout of the booking confirmation page)

POINT TO BE NOTE :-
Ø Hong Kong residents who have a quota, and can fulfil all the specified conditions, will be issued a“GreenQR codeafter they have transmitted the valid negative RT-PCR nucleic acid test
Ø If a traveller receives a PinkQR codeupon submission of his/her electronic health declaration form, it means that he/she has yet to fulfil all the specified conditions.

Arrangement for returning to Hong Kong via Hong Kong International Airport
Ø 1000 quotas per day
Ø Any Hong Kong residents who are aged 18 or above may use the online booking system for the Return2HK Scheme to apply for a quota for a specific date for the Hong Kong International Airport.
Ø The applicant is required to provide his/her Hong Kong Identity Card Number while making an application for quota.
Ø Please keep the confirmation of a successful booking (i.e. an electronic copy or a printout of the booking confirmation page).
Ø When checking-in at airports in the Mainland, apart from the boarding pass and valid travel document, he/she is required to present the following documents:
Ø A valid Hong Kong Identity Card or other identification documents;
Ø The confirmation of a successful booking (i.e. an electronic copy or a printout of the booking confirmation page);
Ø The original copy of a proof of a valid negative RT-PCR nucleic acid test result issued by a testing organisation recognised by the National Health Commission of the People Republic of China,
Test-and-hold arrangement upon arrival
All arrivals in Hong Kong International Airport will be subject to Returning Hong Kong residents under the Return2hk Scheme will also need to follow the instructions and arrangements by the airport staff and conduct COVID-19 test at Temporary Specimen Collection Centre (TSCC) in the Hong Kong International Airport. They will need to wait for the result at a designated area for the Return2hk Scheme. Once a negative test result is available, they may proceed with immigration procedures and leave the Airport.

ØAny Hong Kong resident returning to Hong Kong via land boundary control points under the Return2hk Scheme must undergo testing on the 3rd, 5th and 12th day following the person arrival at Hong Kong .
