Import foreign workers latest news! The government plans to introduce a limited number of foreign workers to cope with Labour shortages in various industries and jobs in Hong Kong, Chief Executive Lee Ka-chiu said today (13th).
The transport, airport and construction industries will attract more than 10,000 overseas workers through special programs. The Government will also enhance the existing Supplementary Labour Scheme, including suspending the general non-importation requirement for 26 job categories and unskilled or low-skilled jobs for a period of two years.
Imported foreign workers | Lee Ka-chiu: To ensure that local workers have priority in employment
Speaking to the media before attending the Executive Council today, Mr Lee Ka-chiu said that the premise of introducing the foreign Labour policy was to protect the interests of local workers. First of all, we must ensure that local workers have priority in employment. Second, the wages of local workers should be protected. The wages of imported workers should not be lower than the median wages of the relevant jobs. Third, we should focus on fostering and increasing local workers, and the introduction of foreign workers is only a supplementary and non-permanent measure. Mr Lee Ka-chiu also said that the Government would continue to strengthen vocational education and training to address manpower shortage through a variety of measures, including expanding recruitment, training, enhancing skills, streamlining processes, improving the working environment, and promoting the application of technology and enhancing productivity.
Importation of foreign workers | The construction industry will provide 12,000 places for foreign workers.
The Secretary for Development, Mr Ning Hon Ho, pointed out that according to the Construction Industry Council forecast in February 2019, the shortage of skilled and semi-skilled workers and technicians will reach 40,000 in the next five years, and the Construction industry Special Programme will provide 12,000 places. To address Labour shortages in Hong Kong, Mr Wong Wai-lun said the government would make reference to the Special Scheme for the importation of residential care Homes, set up special schemes for the transport and construction industries, and optimise the Supplementary Labour Scheme to cope with manpower shortages in other industries. He stressed that the principle of giving priority to local workers would remain unchanged. In addition, if there is still a Labour shortage after active training of local talents, consideration needs to be given to introducing foreign Labour on a limited basis. He further pointed out that there would be no time limit for the importation of Labour in the two sectors, but stressed that the scheme was non-permanent in nature and would still be subject to circumstances. The Secretary for Transport and Logistics, Mr Lam Sai-hung, said that the Government planned to import a maximum of 8,000 workers for the aviation industry, public light bus industry and coach industry.
Among them, the import of foreign workers in the aviation industry is capped at 6,300.
Mr Lam Sai-hung said that the main premise of the Scheme was to give priority to the protection of local workers. Employers participating in the Scheme were required to pay $400 a month to the AA for each imported worker, and the AA would also allocate an annual sum equal to the total amount paid by employers to subsidize the travelling expenses of local staff responsible for airport operation. Mr Hui Hon-chung, Chief Executive Officer of GBA, welcomed the announcement of a special Labour import scheme by the SAR Government to address the manpower shortage in some industries in Hong Kong. He said Hong Kong International Airport's passenger and aircraft movements in April this year were only about 48% and 60% of those in April 2019, respectively, before the outbreak, and the shortage of manpower in the aviation industry was one of the reasons, which had affected airlines to a certain extent in resuming flights. He considered that the Scheme would help Hong Kong's aviation industry recover as soon as possible and consolidate Hong Kong's unique position as an international aviation hub.
Import of foreign workers | light bus and coach drivers are required to work on internships
Mr Lam Sai-hung also pointed out that the number of vacancies in the public light bus and coach industries was 1980 and 1620 respectively. He said the introduction of foreign workers would be capped at 900 PLB drivers and 800 bus drivers. The approval process is expected to take one to two months after the applicant has submitted complete information. According to the regulations, the drivers to be introduced are required to hold a non-Hong Kong driving licence for at least one year and sit for the driving test of PLBS or coaches and the relevant pre-service training courses. In addition, they need to receive internship training before they can be put to work. As regards accommodation, he said that it was estimated that most cross-boundary direct bus drivers lived in the Mainland, while PLB and coach operators would arrange accommodation according to the driver's service area.

The Secretary for Labour and Welfare, Sun Yu-han, said that there were manpower shortages in many industries in Hong Kong at present, and the Labour Enhancement Scheme had balanced the interests of local workers and the shortage of manpower in the industries. He also opined that the enhancement Scheme would not affect the employment opportunities of local low-skilled workers, and strict checks would be put in place to ensure that applications would only be processed if there were still Labour shortages after all local workers had been given priority employment. It will also streamline the vetting and approval process for the scheme and, based on the performance indicators, expect a decision to be made within three months after the application is made by the employer.
