This is a hotline of Ministry of Foreign Affairs Global Consular Protection and Service Emergency.
Chinese citizens can dial long distance call 0086 + 10 + 12308 during losing passports, encountering difficulties or etc.
In case of emergency such as personal injury, pressing 0 and then press 9  to speak to operator after connecting.
