Since the 2004 referendum, babies born in Ireland have been granted automatic citizenship only if one of their parents is or qualifies as an Irish citizen. The lack of automatic citizenship for children of non-Irish people born in Ireland has raised concerns in the community.
The newly drafted bill will also clarify the procedure for applying for citizenship on behalf of children, while changing the "continuous residence" rule for all naturalization applicants, Deputy Justice Minister James Browne said recently.
"With full respect for the changes made by the Irish people in the 2004 referendum, we believe that providing these children with an easier path to citizenship is the right thing to do."
"We have reduced the residency requirement from five years to three. The bill will also clarify the process for applying for citizenship on behalf of children."
The minister said the bill would also amend the continuous residence requirements for all naturalization applicants. Ireland's Ministry of Justice said it would work with the Attorney General's Office to move forward with the bill to ensure it is published at the summer session.
Non-EU citizens who apply for Irish citizenship must live in Ireland continuously for 5 years, or have lived in Ireland for 5 years in the past 9 years and have lived in Ireland continuously for 1 year before the application.
